When looking up Dutch surnames try dropping the "van","de","van der",etc. I found two Charles van Parijs that emigrated in 1874 at this link http://www.zeeuwengezocht.nl/SISIS.DLL/criteria?lang=E Antwerp from 1820-1880 was the third largest "exporter" of Dutch emigrants. I don't know it's status in the 1920's, but he may have traveled through there on his return merely out of expediency. Also, if he was Flemish Dutch it's possible he may have some common roots with the Flemish on the Belgium side of the border. I hope this may be of help. A few helpful hints.
